GENESEO — Leecia Eve, deputy secretary of economic development, gave a regional presentation Friday on Governor Cuomo’s State of the State address.

Eve presented the address that she “has so much confidence in” at SUNY Geneseo.

The address outlines key ideas to improve the economic health of New York State.

Cuomo plans on creating 10 innovation hotspots in New York to transfer what is learned in a college classroom to commercialization. The hotspots will need to be affiliated with a college campus, but will not be required to be on a college campus. The innovation hotspots will be tax-free zones to develop an ecosystem for the area.

Eve also outlined the New York Green Bank, a new program intended to promote cleaner air. The Green Bank will be a $1 billion bank that leverages public dollars with a private sector match. Eve promised that by adding resources and strengthening those already put in place, New York can have cleaner air.

By extending the NY-Sun Solar Jobs program at $150 million annually for the next 10 years, Eve stated more homes and businesses will be equipped with solar panels.

The state is also looking to create the Charge NY Program, which will invest in an electric car network and lessen the need for fossil fuels.

Eve explained some community colleges are working with companies in their area to see what skills they require their workers to possess. By doing this, community colleges can provide the skills businesses need in their curriculum. The state is working to make this become the norm for colleges in New York.

A new marketing proposal, Market NY, is a plan to expand upstate growth. Part of the Market NY plan is Taste NY, which is designed to bring downstaters to the upstate region.

Taste NY will promote New York-made products to urge residents to buy locally. Duty-free shops will be set up across the state boasting locally-made products.

Eve also outlined a market on regional attractions. The state will host a $5 million advertising competition for best regional marketing plan.

There will also be advertising for special events as well as the creation of new events.

Finally, by promoting upstate gambling, residents from New York can stay in the state to gamble. The revenue from the in-state gambling will be split 90 percent for education and 10 percent for local property tax relief.

As Eve pointed out, the local government as well as the community must approve the construction of the casino. By trying to keep gambling in New York, the government hopes to stop borrowing money.

Eve also stated that New York State is at “economic competitive risk if education doesn’t step up.” It is proposed to increase pre-kindergarten to 5 hours a day starting with the lowest wealth school districts.

In addition, teachers will have to pass a “bar exam” to receive their certification.

Eve was excited to promote Cuomo’s proposals. “We believe passionately in the governor’s agenda,” she said.
