  • HORNELL — State police have made a second arrest in connection with an alleged road rage incident in Hornell last month.
Charles W. Fink, 52, of Bath, was charged Thursday with first-degree unlawful imprisonment and endangering the welfare of a child, according to Bath-based New York State Police investigators.
He was allegedly involved in a road rage incident that occurred July 15 on in Hornell.
Investigators say Fink was riding his Harley-Davidson north on Airport Road around 9:40 p.m. with Daniel Grinols, 41, of Hornell, who was riding a Harley-Davidson with a female passenger.
Grinols was allegedly riding in an erratic manner which alarmed the driver of an SUV. The SUV was occupied by two adults, a 3-year-old child and a 1-year-old child, state police say.
During the incident, Grinols allegedly passed the SUV in a no-passing zone and began to speed up and slow down in an effort to scare the driver of the SUV. Grinols then abruptly stopped, forcing the SUV to stop in the northbound lane of Airport Road near the Interstate 86 overpass.
Fink stopped next to the driver’s side door of the SUV, taking away the driver’s ability to exit the SUV, investigators say.
Grinols allegedly got off his motorcycle and approached the SUV in a threatening manner, verbally assaulted the driver and preventing him from driving away. Grinols’ passenger convinced him to stop, and they drove away, police say.
Grinols was charged Aug. 8 with first-degree unlawful imprisonment, first-degree falsifying business records and endangering the welfare of a child.
Fink, after being arrested, was arraigned in Bath Town Court and released after agreeing to participate in a pretrial release program.
The Steuben County District Attorney’s Office assisted with the investigation. No further charges are expected.
