CHENANGO ó A Florida man is charged with first-degree murder after allegedly intentionally striking a state trooper along Interstate 81 in Broome County. Almond Upton, 60, of Melrose, Fla., was arraigned in Town of Chenango Court and sent to the Broome County Jail with no bail. Just after noon Thursday, Upton was traveling on I-81 when he allegedly intentionally hit two cars driving north. One driver suffered minor injuries and was treated at Wilson Hospital. After traveling about a mile, just north of Exit 6, between Chenango Bridge and Castle Creek, Upton spotted Skinner conducting a traffic stop, state police said. He allegedly traveled from the passing to driving lane, intentionally striking Skinner and sideswiping the car he stopped. Skinner was killed instantly. Upton's vehicle continued on a short distance before stopping and he ran into nearby woods. He was taken into custody around an hour later. The investigation into Skinnerís death continues.
